Economic Daily-China Economic Net, Beijing, May 8th: Recently, the National Development and Reform Commission issued the Opinions on Further Improving the Price Formation Mechanism of Pumped Storage, requesting to promote the accelerated development of pumped storage power stations and build a new type of power with new energy as the main body system. The "Opinions" pointed out that at this stage, adhere to the two-part electricity price policy as the main body, further improve the pumped storage price formation mechanism, form electricity prices in a competitive manner, incorporate capacity electricity prices into transmission and distribution price recovery, and strengthen the construction and development of the power market. The connection between the two will gradually promote pumped storage power stations to enter the market.
It is understood that the pumped storage power station has multiple functions such as peak shaving, frequency modulation, voltage regulation, system backup and black start, and is the main regulating power source of the power system. It can effectively guarantee the power supply, ensure the security of the power grid, promote the consumption of new energy, and promote the green and low-carbon transformation of energy.
The relevant person in charge of the National Development and Reform Commission stated that in recent years, a mechanism for the formation of pumped storage electricity prices has been gradually established and improved, which has played an important role in promoting the healthy development of pumped storage power stations and improving the comprehensive benefits of power stations. However, with the acceleration of power market reform, It is also faced with problems such as insufficient connection with market development and insufficient incentive and restraint mechanisms.
Based on this, the Opinions proposes to form electricity prices in a competitive manner. Where the power in stock market operates, the pumping electricity prices and on-grid electricity prices of pumped storage power stations shall be settled according to in stock market prices and rules; where the power in stock market has not yet operated, The pumped electricity of pumped storage power stations can be provided by power grid companies, and the pumping electricity price is implemented at 75% of the benchmark price of coal-fired power generation. Encourage entrusted power grid companies to purchase through competitive bidding, the pumping electricity price is based on the winning price, and the winning electricity not used due to dispatch and other factors is based on the benchmark price of coal-fired power generation. The on-grid electricity of pumped storage power stations is purchased by power grid enterprises, and the on-grid electricity price is implemented according to the benchmark price of coal-fired power generation. In addition, in a number of provinces and regions to share the capacity of electricity (capacity electricity price x unit capacity) of pumped storage power stations, pumped electricity, feed-in electricity according to the capacity of electricity sharing ratio to the relevant provincial power grid, pumping electricity prices, feed-in electricity prices in the relevant provincial power grid according to the above-mentioned electricity tariff mechanism.
The Opinion also suggests the need to improve the way of cost-sharing and diversion of pumped storage power stations. For the government-approved pumped storage capacity electricity price corresponding to the capacity electricity charges paid by the power grid enterprises, included in the provincial power grid transmission and distribution price recovery, and the transmission and distribution price nuclear price cycle to maintain convergence, in the approval of the provincial power grid transmission and distribution prices to consider the next three years of new pumped storage power station capacity electricity charges.
Pumped storage power stations are encouraged to participate in the auxiliary service market or auxiliary service compensation mechanism. The corresponding income formed in the previous regulatory cycle, as well as the income formed by the implementation of pumped electricity price and on-line electricity price, will be shared by pumped storage power stations, 80% will be deducted accordingly when the power station capacity electricity price is approved in the next regulatory cycle, and the resulting losses will be borne by pumped storage power stations.
Regarding the operation and management of pumped storage power stations, the "Opinions" pointed out that it is necessary to promote pumped storage power stations to participate in the market as an independent market entity. The National Development and Reform Commission requires local price authorities and energy authorities to accelerate the establishment of the independent market status of pumped storage power stations in accordance with the division of functions, and promote equal participation of power stations in medium and long-term power transactions, in stock market transactions, auxiliary service markets or auxiliary service compensation mechanisms.
